What I think it does is release the inhibitions so that emotions or urges people have that they know should be repressed and are are repressed during normal activity take over when the brain is under the influence

I agree. But even those emotions and urges are not static. Sometimes, when life is "bad" there are emotions that could be the "crying drunk". At other times it could be the "mean drunk" or the "happy drunk"

Mel is obviously experiencing a difficult time in his life.
