What the heck is this about??? And why announce it now?
Depends on what Libya did with the hardware and knowledge.
Perhaps to hint that others might already have it, and that Libya never did (to fend off future reprisals).
I noticed that the article studiously avoided Gadhafi's comment that he was discouraged from pursuing his terrorist course by the fate of Saddam Hussein.
