Well..perhaps we are saying the same thing..however, just because President Bush may be skeptical about diplomacy doesn't mean he doesn't see the necessity of doing the things that show the world that he is ATTEMPTING the diplomatic route.
Just like Iraq, he KNEW that Saddam would NOT let the weapons inspectors do their jobs...but he had to so THAT step to get the Congress and others behind him to invade Iraq.
Colin Powell on the other hand, I think, preferred to ALWAYS go the diplomatic route, even if it is flawed, than the more "iffy" military route...and I lost any respect for him that I had.
