It is the opposite of the "chill factor" - a combination of heat and humidity. Living in a humid east coast city like DC feels much hotter than the same thermometer reading would feel on a desert.

Yes, I used to live in DC and now Houston is my home. Humidity and I are old friends. ;-)
The humidity here is very low, so I suspect that other factors go into that "real feel" number. Such as the sky being cloudless without fail for at least four months. No rain for about six. Sun reflecting on sand. All of that lovely charm. LOL
