If you are in an accident, the officer will ask you if you were wearing a seat belt. (I told the truth one time and got a ticket for not wearing mine)

And if you wreck your motorcycle, the officer or the doctor will be able to tell if you were wearing a helmet from the skid marks on your skull.

And how does the insurance company make the guy in the wreck tell the truth about his seatbelt-wearing?

A system that relies on voluntary compliance that carries punishment will always fail.

After that we get move all the junk engine blocks out to the scrap truck(by hand; don't have a towmotor), and haul 'em off.
