That doesn't look like an artillery shell to me. The propellant charges used in lobbing artillery shells miles away would be very hard on those flimsy fins at the back of whatever he's holding.
If it is a gas shell, I'd expect it to be full of tear gas.
It's too big for an artillery round. It is almost as big as the guy holding it. There is no piece of arty that could fire it.
