Forty Six Thousand Pounds? From what, exactly, did ANYBODY drop 23 TONS of explosives?

12 F-16s (2 2,000 pounders each) or 6 F-15Is. (Israel has lots of the former, and at least 25 of the latter.

You could almost do it from one B-1, if you used 500 lb Mk-82s. The B-1 can drop up to 84 of them, or 21 tons.
