The State Department is not an evacuation machine. With such a large number of possible evacuees in a warzone, someone had to decide if the military needed to provide cover and how much military. Military assets for such an operation don't just fly into a warzone. And warships that are already on a mission don't just change course with the snap of a finger. It usually takes a few days because it would be stupid to not think things out and lose a ship along with a bunch of potential hostages.
