Well, actually, in a sense He is: Have I any pleasure at all that the wicked should die? saith the Lord YHVH: and not that he should return from his ways, and live? (Ezk. 18:23)
If God chose to actively manipulate us like robots instead of permitting us to choose redemption or condemnation, then all indeed would be saved. But God has chosen to give us a choice--not because He is weak or does not see the end from the beginning, but because it is His sovereign will that all human beings choose their own eternal destinies. To that end, He sent His Son to be our Light. Once we are exposed to the Light, we have a choice: To come into the Light, or to flee back into the darkness.
"The LORD hath made all things for himself: yea, even the wicked for the day of evil." -- Proverbs 16:4
God's will be done. I pray His will is to protect our troops, bring strength to Israel and give them victory over the evil-doers.
