No, it is not (although some think that). A sounder theological rendition is that bad things happen because the world became flawed when man rebelled against God. God can stop bad things from happening, but sinful man is in no moral position to demand that, and has no power to compel God.

God does not desire destruction of his creation. He permits it to happen as a result of the physical world He created. But He's not manning the weather machine.
