Dead Corpse doesn't let facts get in his way. To his way of "thinking", a drug dealer has rights but the American people and their institutions do not.

This means, that Congress can only Exercise the authority given to it by the Constitution. If it isn't explicitly stated, then they can't do it.

Period. End of story.
