HIV infected people are highly susceptible to TB. Once they get it, TB can be spread around the rest of us.
The HIV person is a walking petri dish waiting to catch non-STD communicable disease. This walking petri dish then spreads it to innocent others.
And,,,,given the typical HIV life-style he living a life that will spread it to other HIV infected people who then become the walking petri dishes among the rest of us.
