At 2 PM, the streets are full of "innocents" (if there are any) - at 2 AM, the folks in the building, if any, are not likely to be innocent. It was a calculated, careful strike. Something or someone in that building needed removal.

The reason for the 2am bomb drop was to get them up early. They don't have any power so Israel decided to improvise with a different kind of alarm clock...booom! Now those terrorist slime balls will be on time when the rocket factory opens at 6am.
