It says they are ordering steel for the fence, the fence is being built on private property, they had to find ranchers who are willing to have an Israeli style fence put up, (they do now, Ladd would not permit one on his property - he's the landowner), Cochise County supervisors are refusing to provide building permits, and someone is tearing up the 5 strand fence that was already put up. It seems pretty obvious to me that if the fence is not continuous, the illegals will come through the weak spots, but that's just me.
