Homeland Security Department had to overrule federal and state environmental laws?

Can you point out to me exactly when the DHS was authorized to over rule Federal and State Laws? I have a feeling this is another one of your made up laws, but who knows even a blind pig roots up the occasional acorn.

So if you can, please cite the Statute which authorizes this.
