La juta distrital dos se ubica en la colonia Lindavista, según el último informe, apenas había contabilizado el 35.43 por ciento de las casillas, en tanto que en la junta distrital 23, en la colonia El Caracol, llevan un avance del 60 por ciento.

Ignacio Ruelas, presidente consejero de la junta local del IFE en el DF, declaró un receso hasta que se terminen los dos consejos distritales.

En el último corte, informó que se llevaba un avance del 97 por ciento y se han abierto 215 paquetes para contabilizar voto por voto en las 27 juntas distritales.

AS I read it, it says that the commission in the capital city count has knocked off for the night -- but I think it says that they are 97+% complete, which would be good news.

Knocked off for the night? With only 3% to go? Yeah, I'd love to know who is guarding those ballots for the next 8 hours. I hope this isn't true but my Spanish stinks so I'll take your word for it.

It sounds like the questionable precincts are in 2. Gustavo A. Madero, which is about 60-40 PRD territory, and 23. Coyoacan, which is extremely pro-PRD territory. If these are the last remaining precincts, Calderon needs to be ahead by a bit at the end of the night.

I'll give you an overview, but they've declared a recess in the counting until Thursday at 10:00 a.m. That's really the first paragraph, which I'll translate in full here:

"They declared a recess until 10:00 a.m. this Thursday, since two district meetings registered a delay because party representatives have made diverse interventions to force the authorities to open the packages to count vote by vote . . ."

The "packages" in the above paragraph represent the casillas, the sealed "squares" or "blocs" of actual ballots. The certification process is only supposed to count the summary reports of the votes, which were signed on election night by the poll commissioners representing all parties at the local polling place. Under Mexican law those "casillas" can only be opened if the document summary is altered or damaged in some way or if there is an unexplained discrepancy between the preliminary count recording of its numbers with the visible count seen by the certifying authorities.

What this means is that the PRD knows they're losing the certification count and they're disrupting the process, demanding that it start over so they can count ballot by ballot.

The council of the local group of IFE in Distrito Federal delared a recess until tomorrow at 10am, since in district groups (precincts?) 2 in Gustavo A. Madero and 23 in Coyacán registered a delay because reps of PAN and of Alliance for Mexico have made various demands to open packets to count vote-for-vote.

The precinct 2 is located in the neighborhood Lindavista, and according to the latest report had hardly counted 35.43% of the boxes, while in precinct 23, in the neighborhood El Snail, they have advanced to 60%.

Nacho Rueles president councilor of the local group IFE in DF, declared a recess until the counting is finished.

In the last cut, he stated that they had reached 97% and had opened 215 packets to count vote-for-vote in the 27 precincts.

Lots of words to say that they have counted 97% of precincts and have recessed until 10am. But fun practice. Sounds fishy to me
