The certification process is only supposed to count the summary reports of the votes, which were signed on election night by the poll commissioners representing all parties at the local polling place. Under Mexican law those "casillas" can only be opened if the document summary is altered or damaged in some way or if there is an unexplained discrepancy between the preliminary count recording of its numbers with the visible count seen by the certifying authorities.

What this means is that the PRD knows they're losing the certification count and they're disrupting the process, demanding that it start over so they can count ballot by ballot.
