If I understand well, Mexico City is inside what's called "Distrito Federal" ("federal district") but it spilled over an State that's called too México, that surrounds the D.F. except for a segment where the D.F. has a border with the State of Puebla.

Ehem, sorry, State of Morelos, not Puebla. The States of Puebla, Hidalgo and Guerrero are on the same zone.
