US NORTHCOM Placed on High Alert
By Sher Zieve – On 4 July, Fox News reports that the US Northern Command (Northcom) in Colorado was placed on high alert. The status is said to be due to North Korea’s plans to launch a long-range ballistic missile (today).

Fuel trucks, equipment reportedly have left launch pad
WASHINGTON (CNN) -- Fuel trucks have departed the site where a North Korean missile sits on a launching pad, indicating that a test might be near, two senior U.S. State Department officials said Tuesday.
The removal of the fuel trucks and other auxiliary equipment means the North Koreans may have finished fueling the missile, said the officials, who did not want to be named because of the sensitivity of the information.
Should the North Koreans have completed the fueling "all they would need to do now is press the button," one of the sources said.
The second source said the launch could come Wednesday morning Korean time, which would be Tuesday evening ET.

Bush Vows Troops Will Not Have Died in Vain

WASHINGTON, July 4, 2006 – President Bush today promised the nation's men and women in uniform he would not allow "the sacrifice of 2,527 troops who have died in Iraq to be in vain by pulling out before the job is done."
Speaking at Fort Bragg, N.C., the president said the U.S. strategy in Iraq is clear: to help the Iraqi people build a country that can govern itself, sustain itself and defend itself as a free nation,
"Our troops will help the Iraqi people succeed because it's in our national interests," he said. "A free Iraq in the heart of the Middle East will make America and the world more secure."
Setting an artificial timetable for withdrawal would be a terrible mistake, he said. It would breathe new life into the terrorists' cause, undermine the new Iraqi government and "send a signal to Iraq's enemies that if they wait just a little bit longer, America will just give up."
"Setting an artificial timetable would undermine the morale of our troops by sending the message that the mission for which you've risked your lives is not worth completing," the president said. "... I will make decisions about troop levels in Iraq based on the advice that matters most -- the measured judgment of our military commanders."
The president pledged he would ensure servicemembers have the resources they need to defeat enemies in Iraq and secure the peace for generations to come. U.S. and coalition forces are "winning this war -- and enemies understand that, too," he said.
Winning the war in Iraq will require more tough fighting and more sacrifice, the president said, adding that when the job is done, it will be a major victory in the battle against the terrorists.
"By achieving victory in Iraq, we will honor the sacrifice of the brave men and women who have risked their lives and given their lives for a just and noble cause," Bush concluded.
The president noted that Green Berets of the Army's Special Operations Command at Fort Bragg were the first U.S. forces on the ground in both Operation Enduring Freedom and Operation Iraqi Freedom. They were also the first coalition forces to arrive on the scene in Iraq after the bombing of terrorist leader Abu Musab al-Zarqawi's safe house on June 7.
"They administered compassionate medical care to a man who showed no compassion to his victims," the president said. "And when this brutal terrorist took his final breath, one of the last things he saw was the face of an American soldier from Fort Bragg, N.C."
Since then, coalition and Iraqi forces have been on the offense, he said. They've launched more than 190 raids across the country, captured more than 700 enemy operatives and killed some 60 more. They've uncovered caches of weapons and suicide vests and Iraqi army uniforms.
"We've seized new intelligence information that is helping us keep the pressure on the terrorists and the insurgents," Bush said. "And at this moment of vulnerability for the enemy, we will continue to strike their network, we will disrupt their operations, and we will bring their leaders to justice." Last week, he added, Iraqi security forces announced the capture of an al Qaeda terrorist Abu Qadama from Tunisia, one of the men responsible for the bombing of the Golden Mosque in Samara.
The Iraqi people have formed a new government and the United States will continue working to support it, Bush said.
"When I spoke here a year ago, Iraqis still had a transitional government that was operating under administrative law issued before the restoration of sovereignty," he said. "Today, Iraqis have a permanent government chosen in free elections under a democratic constitution that they wrote and they approved."
Bush said Iraqi Prime Minister Nouri al-Maliki is a courageous leader who has formed the cabinet and laid out a clear agenda for the people of Iraq.
"He's laid out an ambitious plan to improve its economy and deliver essential services and to defeat the enemies of a free Iraq," the president said. "And I told him this: that as he stands up for freedom, the United States of America will stand with him."

NORTHCOM, Canada Command Cooperate to Secure North America

PETERSON AIR FORCE BASE, Colo., July 3, 2006 – U.S. Northern Command has a new partner in defending North America from future terrorist and natural disasters.
During his first official visit to NORTHCOM headquarters here as the commander of Canada Command, Canadian Forces Lt. Gen. Marc Dumais promised the two nations would take their already strong military cooperation to new heights.
Canada Command is the Canadian Forces formation responsible for all of Canada's routine and contingency domestic operations. The creation of Canada Command was based on the new international security environment and a commitment to place greater emphasis on the defense of Canada and North America, officials said.
Dumais, who took charge of Canada Command on May 19, visited his counterparts here June 29-30 "to establish relationships" with NORTHCOM Commander Navy Adm. Timothy J. Keating and his senior staff, and to get a first-hand look at the command's operations.
"Clearly, you can have all the protocols in the world, but it really comes down to personalities and relationships. ... That's how things really get done," Dumais said. "Furthering the relationship between Canada Command and Northern Command was an important first step for me."
The general said Canada and the United States can capitalize on the unique binational relationship that dates to the 1958 creation of the North American Aerospace Defense Command, which is collocated with NORTHCOM and shares the same commander. "Both nations have very strong historical ties, cultural ties and even family ties," Dumais said. The two nations had a "common concern and threat with respect to the Cold War and the Soviet bloc. Since 9/11, the threat has changed dramatically, ... so we need to establish new ways of ensuring military-to-military cooperation to counter this threat." Noting that Northern Command has been operational for nearly four years and Canada Command just officially stood up Feb. 1, Dumais said Canada Command can learn much from NORTHCOM.
"We have similar challenges in the way we might be called upon to respond inside our respective nations," Dumais said. "In the event of a natural disaster or other calamity, we can't be there too early, but certainly it's unacceptable to be there even a few minutes too late. It's a matter of always being prepared and having all the necessary coordination done in advance" so that when the military is called upon, the response time "is a matter of hours, and not days."
While both commands have responsibilities toward their own respective governments, he added, a strong need exists to work collaboratively and to be in a position to assist one another, should that be necessary.
Dumais stressed the importance of being prepared to deal with an "event of magnitude" that crosses the U.S.-Canada border in an effective binational and bilateral way. The relationship between the two commands will enhance support between the nations during events like Hurricane Katrina last year in the United States and the 1998 Canadian ice storm, he added.
Another takeaway from the visit for Canada Command is how NORTHCOM has implemented its enlisted force into the operation, said Command Chief Warrant Officer Eric Christensen, command chief warrant officer of Canada Command, who accompanied Dumais on the trip.
"It's important to see how noncommissioned members down here at USNORTHCOM are implemented," he said, because Canada Command is currently an officer-centric command. Christensen said he's trying to increase the number of noncommissioned members at Canada Command headquarters, and seeing how enlisted members are employed at NORTHCOM will help "show me which road to go down."
Dumais said he hopes to reciprocate NORTHCOM's "warm hospitality" soon when Keating travels to Calgary, Alberta, to meet with the chief of Canada's defense staff, Dumais and other Canada Command senior leadership.
