The mayor sounds like a prize idiot and crook for sure. The writer's comparison to a fictional TV character though is pretty weak. No doubt he gets all his knowledge and thus his opinions of all things Southern from a 30 yr old, fun (if you're 10) silly TV show.

This reminds me so much of our local politicans. If I were a gambling person, I'd be willing to bet large sums that this guy is a democrat.

Now that's the one thing in this story that actually sounds pretty cool. Otherwise, this guy is a total jackass.
