I don't think the US Air Force would allow private planes to fly into American airspace from a foreign country. I'm thinking that if he tried he just might be blown the hell out of the sky.

Not a USAF problem, but a Customs problem. You do have to land at airports deemed "international" --- that is, that have customs.
There are plenty of private air terminals at many, many Int'l airports. I would presume this was one.
All that said, I have flown on private planes -- either my own or my company's or a company with which I was dealing --- over the US border far in excess of a 100 times.
I have NEVER gotten more than the "nod and wave" customs treatment, regardless of where I came from.
Rush was clearly singled out.
