Not quite. Third world tyrants and terrorists can torture non-Americans with impunity. The media only cares when blame can be laid at the feet of George Bush, Republicans, America, white people or Western Civilization in general. e.g., you never heard boo in the meida about what Idi Amin did to his people, but they never got tired of wringing their hands over the South African apartied regime.
