Official graft was virtually wiped out in China in the years after the 1949 Communist takeover but has bounced back in the wake of economic reforms that have spawned wealth and greed.

I loved this little bit, guess there are people who
will believe anything.

Official graft thy name is communism.

Leaders have warned repeatedly that corruption threatens the Communist Party's survival.

Perhaps some competing political parties would take care of that problem?

this kind of thing only becomes public in China for a specific reason.

Your right Nick! The real story is that the bribes were paid with non-performing loans from Chinese banks. LOL!

Perhaps some competing political parties would take care of that problem?

More likely scenario: Communist Party in China splits into two (1. left-leaning "Communist Party"; 2. right-leaning "Socialist Party"). The right-leaning "Shanghai Clique" (Jiang Zemin's faction) will likely secede from the Communist Party soon if things continue the way they are. Huge power struggle in Chinese politics right now.
