That is a good question. Let's give all of the Moslems guns and suicide vests and find out which ones want to kill us.
Islam is not a "great religion". It is a cult/religion following a blood-thirsty murderer. It brooks no opposition, it does not co-exist with other religions. It believes it must reign supreme and will use force to subjegate it's opponents.
The United States should declare that is does not view Islam as a religion in this country. That will be the ONLY way we can defeat Islam. This will be a long and bloody war.
Your argument could be altered slightly and used by Muslims against Christianity without missing a beat (and I'm sure it is). What you're suggesting is of course WWIII and would result in the deaths of untold hundreds of millions of people.
Personally, I would prefer to avoid that scenario. Another way to win the WOT is to export the best virtues of our society overseas. Winning in Iraq is key to this concept and Bush knows it. Reagan lead us through the Cold War without firing a shot. Why can't Bush do the same for the WOT?
