The situation is too late to fix by the time these kids get to college, they are too far behind and need too much remedial help. Letting in sub-par students so that they fail and drop out helps no one.

If anything is to be done it has to be at the grade school and middle school level.

Strange, that doesn't seem to affect those who attend parochial schools (woefully underfunded compared to public schools, and which generally use outdated facilities)

or those who are homeschooled.

The California public schools and the families share the responsibility for failure. The Federal Department of Education and the teachers unions get big assists,

It will not change until there is a shift in the so-called 'black culture' that puts value on education. Right now they think that 'whitey's' learning is not for them, so they condem themselves to a subpar existence.

Then, the ones that do get blessed because of quotas to enter into prestigious institutions of higher learning flunk out after a year. And, they then quit rather than applying to a smaller school where they might succeed. Walter Williams pointed this out several years ago.
