In answer to your question, (sorry about the delay), I don't know what Planned Parenthood's policies are re access, but I am sure that info is readily available on their website.
It does seem the author's intentions re this piece are political. The WP has run numerous stories promoting over the counter access to the Morning After Pill for quite some time.
Where can I find Emergency Contraception (EC)?
Emergency Contraception (EC), also known as the "Morning After Pill, is available at most Planned Parenthood locations.
EC can prevent pregnancy if taken within 72 hours of unprotected sex, after a condom breaks, or if you forget to take birth control pills for more than two days in a row. It decreases the risk of pregnancy by 75 percent and is more effective the sooner you take it.
EC can be prescribed ahead of time to keep at home "just in case."
"If you need emergency contraception, contact your local Planned Parenthood clinic or call 1-800-967-PLAN. If our health centers are currently closed and waiting would put you past the time limit for taking EC effectively, you can get EC at a local pharmacy without a prescription. You can also call 1-888-NOT-2-LATE immediately."
