Because Georgia has been attempting Ethnic cleanisng there since before the fall of communism. Hence the 'checkerboard'.

I have followed events in this part of the world for some time, and this information is consistent with what I have read elsewhere. This is a rather small area compared with Abkhazia, and it appears to have ethnic Georgians (although a minority) in significant numbers. In Abkhazia the Georgians were in the majority, and Russia supported the Abkhazian cleansing of Georgians there. Was that proper?
