First of all, for me anyway, a red flag goes up when anyone prefaces a statement or query with a disclaimer or qualifier such as 'I don't want to sound like a racist but..." That aside, logically, your query can be parsed this way: you haven't heard of any well-governed black country, state, municipality, et al. Premise (1): Corruption must be one of the factors. Premise (2): Ignorant policy (your phrase) must be another. Implicit conclusions, based on the 'corruption' and 'ignorant policy' premises plus the 'I don't want to sound like a racist' disclaimer: (1) There are no well-governed black municipalities, etc. and (2) There may be something inherently wrong with black people because they govern so ineptly.
The wording of your query was suspicious. The word choices and vague, open-ended conclusions sounded for all in the world like a bigot at a party, sounding out the room, looking for like-minded friends.
I don't play the thought police game, and don't feel it's my job to ferret out Stormfront and DU trolls and the like. The mods on this board do a fine job without me. However, I take a certain satisfaction nailing bigots to a wall and watching them squirm. They can't sustain reasoned debate, and so go for name-calling and innuendo (I mean, come on, Bugs Bunny's 'What a maroon' as a racist reference? Please.)
You've threatened me physically, called me a coward, and then suddenly changed tone and thanked me for my service to my country, asking me to clarify or somehow justify my initial response to your first post. I doubt very much if you've had a sudden change of heart, or care one way or another about my service to my country. Insofar as the supposed point of your question, 'Are there any well-governed black polities?', my advice would be to consult an authority on African affairs. I am not such an authority. I came on this thread to learn, not to teach.
