So, if your public school students refuse to learn and do their homework, I take it you fail them before they get passed on to the next grade?

That is exactly what I do ,this usually is the point at which I finally am able to contact the parent, they are in the principals office complaining about the do nothing teacher their little darling has. They sound a lot like you, people who think teachers can force someone to learn. If you know so much about it get off your can and come show us mortals how it should be done.

If you are failing the ones that refuse to learn, you are doing your job!

That was my point. If they only have 4th grade reading skills, they should still be in 4th grade, not 12th!

If schools or teachers, want the kids and parents to take some responsibility, they must make them responsible for their actions,( or lack thereof).

Most kids will play the system if allowed, if they know they will be setting in 3rd grade at 16, they likely will buckle down before then.

According to a couple of teachers I know, failing a student is almost unheard of - the public school administrations (or at least some of them) have taken a stance against failing grades, and against having students repeat a grade. That's why we have many high-school graduates that can only read at a 5th grade level.
