L.A. has many immigrants who speak only Spanish and their children don't speak much English either.

Of course with six spanish language televisions stations on L.A. cable and a dozen or so all spanish radio stations -- why should anyone learn English?

My Mom has had the same cleaning lady for 30+ years. She speaks no English, like she did 30 years ago (she is Salvadorean and they live in Los Angeles). In that same time, I, as an adult, lived in Europe for a decade and learned three languages fluently.
