The "average Joe" as you call it, recognizes that the economy is doing great when consumer confidence figures keep going UP

Nope. Because the figures say so. 4.8 GDP growth, high productivity growth, highest home ownership rates in US history, highest industrial output for decades, very high job creation figures, creation of millions of high income jobs...and it goes on and on.
