I wonder if it's possible for an American to renounce his citizenship, remain here in the country as an illegal alien, and be under these easier rules (in enacted) for receiving Social Security.

You can go to any foreign embassy not on US soil and turn in your Passport and renounce your citizenship. Then I guess you'd just have to stroll across our southern border and Viola!
