There is a broad consensus that Dubya stinks. That makes him a very weak leader in a very dangerous time. He doesn't have the political clout to do anything. This is a real problem.
George Ryan, the convicted Republican Governor of IL, had approval ratings in the 20%-25%. Ryan's dismal ratings were due to criminal activity.
It is really bad when a relatviely scandal free politican is trending toward the same approval ratings as a criminal.
