I would not say paying taxes from ill gotten gains, or money stolen from someone else and used to pay taxes is contributing into the common treasury. You may have a different opinion, but I suspect thinking people would not agree with you. And this applies to the socialist family consumption allowance under H.R. 25. Stay at home un-wed moms who do not work for a living, for example, would receive the allowance but would not be contributing into the common treasury when spending that welfare check. As a matter of fact, they would be receiving an approximate $400 per month bonus for staying at home making babies. And your criminals would also be receiving the $400 per month bonus for breaking the law.

A cash grant program to make the tax appropriately progressive would cost at least $600 billion per year – which would make it America’s largest entitlement program. The Panel concluded that it was inappropriate to recommend a tax reform proposal that required the federal government to collect and redistribute this amount in additional revenue from taxpayers. The Panel also was concerned with administrative and compliance issues associated with a retail sales tax, as well as difficulties involving coordination with existing state sales taxes.”

How many of the above do you know? I know quite a few. There is a housing project nearby and a lot of those kids go to school with my kids and, when they were little, my kids hung out with them. They went to the movies together, to Dairy Queen, MacDonalds, mucho etcetera. Guess what piggy poo? Those folks spent money at the movies, at Mickie Dees, at the Mall, at the car dealership.
