Unless congress outlawed executive orders, Bush could stop the border problem whenever he wanted to. But he hasn't because he doesn't want to.

I can't say I'd be surprised to wake up one morning and find the military in the streets with Marshall law being declared under the watch of machine guns.Then they'll say,"people of the USA...there's not gonna be any voting this election year...we've got who we want in the White House now!We've finally got the right leader for this nation and we're gonna keep him there."
