No but since the DCI essentially reports to Negropnte its reasonable for Negroponte to be consulted.

Whoever is picked, I sure hope it's going to be someone who will do some public hangings of CIA lib scoundrels and set things straight on the 9/11 Omission-commission, Pflamegate, etc. That's probably too much to hope for!
