It might be something as obvious as bureaucratic diminishment of the CIA under the new DCI Negroponte (and Goss feeling passed over). Then again, I remember when Goss was appointed there was talk that he didn't expect to do it for 5+ years and that he had been on the verge of retirement, etc. Maybe he's just done the stint that he planned on, made some changes that he thought were most urgent, and now wants to pass it on to someone who may serve 5-10 years and continue with reforms. At least that's what I'm hoping......

We're seeing more pieces of it just keep being moved to the door." A senior U.S. official sympathetic to the CIA warns that "if the DNI's not careful, the Agency and what it does will be different, and maybe that’s what everybody wants. That’s OK, but maybe the Agency won’t be able to do what everybody wants."
