Ok, heres my 2 cents. Goss was the bulldog Bad guy that beat up everyone in CIA to get the necessary changes regardless of how much hatred it generated for him. Now that it is done, he is out to allow the President to appoint someone who will be seen as the good cop after the bad, mean director that busted everyones butts.

just a hunch, but I would say 1/2 of the employees would need to be fired to be to being cleaned out. The left has that agency in its pocket. The left realized decades ago the power in the CIA and been planting seeds all along. Wilson, Plame, etc, is just the tip of the iceberg.
A Friday afternoon announcement is not indicative of a popular decision. No way the WH started cleaning house and decided that CIA was anywhere near the top of the to-do list - and during wartime!
This is what's called a quick exit under cover of the late news cycle. At this rate, he may as well recycle one of Rumsfeld's earlier resignation letters and take him up on the offer. Just get it over with. I can't fathom firing the CIA director during wartime, AND WITHOUT A REPLACEMENT.
He's leaving by his own decision. I can't speculate to what specifically happened, but I think Krystol's may have it right.

I'd like to believe your little senario....and it would make sense except for: the suddeness of the announcement, the fact no replacement was named, rumor of a Negroponte/Goss clash, and Bush appearing at Goss's side in apparent endorsement.
Its all very confusing - but I fear the answers are not good for the country, the conservatives and George Bush's administration.
