He can get around it by making sure the envelope and contents have nothing that connects it to himself. Make sure there isn't a bar code or number on it that is not postage-related.
Yes, I'm advocating violating postal policy (I don't think it is a law), but I call it civil disobedience.....

It should be OK to put a stamp on it. Just don't use the prepaid postage.
