If you need trained people why not train Americans?

Employers need tech workers who are not only trained, but experienced.

My company has to import systems people who know OS/390 and COBOL because current grads view these as dead mainframe systems and won't learn high-end back-level IBM technology.

The usual way to solve this would be to let the free market work. Increase the compensation for those willing to do this work. I'm sure many Americans would jump at the opportunity.
Looks like our big corporations and our big government are looking for the cheap way out and would just as soon give these jobs to foreigners.

I know over 50 Experienced Cobol programmers who have not been able to work in IT for years. Some of those worked for IBM, including myself. We were laid off because programmers in Pakistan were going to do our job for a 10th of the cost.
And we are not talking about rookies here; we had programmers with 7 to 15 years of experience.

That is a blatant lie. Americans with these skills are available in every major city, and most are looking for work. Your complaint is that Americans won't or can't afford to work for third-world rates.
