I see a majority of house and senate republicans, who do not want blanket amnesty. how many R votes does the senate bill have?

The Democrats also aren't openly advocating "blanket amnesty". But what the President and most of the Senate are advocating is a program to legalize illegals, which, if undertaken before the border is secured, will have much the same effect as the 1986 amnesty. It will cause more foreigners to illegally jump the border in hopes that they can take advantage of the next amnesty/legalization.
