Well climb out of your hole and read the news occasionally. Burt Rutan has already launched two private spaceflights from the Mojave Spaceport where he won the coveted Ansari X-Prize. He's now going into partnership with investors and has deposits from several hundred people at $200,000 a piece.
There are presently 12 separate private space launch companies located and doing research in Mojave. It's so busy that they need to EXPAND. That's what the $11 million LOAN is for, as opposed to other states like New Mexico which has put in $110 million to it's commercial spaceport gratis. There are about a dozen states right now competing for commercial spaceflight business.
I don't know what's unusual or unbelievable about this to you. For the record it's not in or near Hollywood anyway. It's in one of the most conservative legislative districts in the country. The bill is being carried by a solid staunch conservative Republican State Senator.
