Never heard of that commission or its role in relation to corrections.

I worked in a forensic Mental Health facility, most of the inmates were PC 1026's, 1570's, Tangi's. We were actually under the Dept of Mental Health not Corrections, but interacted with correctional facilities, county jails, conditional release facilities, etc.
