I been thinking the whole time I been reading this thread that this was some kind of sting operation.
Goss was told to go after leakers and think about it, what better way to get them then to set up some sort of top secret thing that's a total lie.
Then boom, once it gets out, drop the hammer, check the phone calls, etc. It's probably why on this same day that the CIA traitor quit someone poobah in Europe made the big announcement about there being no secret prisons.
Because once the leaker is caught dead to wrong, have to get the original lie corrected.
