If the student doesnt have American citizenship, he or she would have to to fill out an affidavit showing he or she is in the process of gaining citizenship If a bank robber doesn't have the money anymore, he must fill out an affidavit showing he is in the process of attempting to pay back the bank for the money stolen.

The MN House is controlled by Republicans. They could kill this "Dream act" if they wanted to. But it passed right through the Republican-controlled committee with no arguments or amendments. Sad.
