Actually, the administration need say nothing about this at all. Just let a few more of these raids hit the press and the national media will pick it up. When the administration is questioned, their response: we cannot comment about ongoing investigations.
Then the media will be sensitized and every single raid will get coverage. The effect will be better than actual attempts to deport 10 million. The word will spread south of the border and the influx will slow.
Cheaper than a fence.

But a fence, deportations, and raids are definitely not mutually exclusive to one another. We should pursue all three. And the fence would cost a paltry 10 billion one time only, and we throw away 20 billion or so every year on illegals!
I say construct the capital structure (the fence), raid work places and deport criminal illegal aliens (which is to say, illegals are ALL criminals).
ie Enforce our laws. We should have been doing this for the last 15 years.
