We don't know what version of the bill would actually pass, should a version pass. Of course there would be amendments to a bill in the House/Senate process, so, in effect, creating a new bill.

As I already stated changing any part of any bill would create an entirely different bill.

What would the effect be on the NRST if the prebate provision were removed?

This is a moot question because Fair Tax supporters will not endorse any omissions in the current bill.

If NRSTers won't tolerate any ommission in the current bill, there either will be no bill passed or alterations will be made and passed anyway. The latter is most likely becaue this always happens.

But, the point of my question is what effect on the NRST would removing the prebate part, if it were removed? Just pretend the bill were modified in the Senate and the section were removed. What effect? Would it make the bill more or less a "fair tax"?
