It is giving people something they did not earn from those that did earn it.
Any tax we pay currently comes from the income we earn. The consumption tax paid under the Fair Tax will also be paid from earned income. The Fair Tax will return that portion of a person's earned income up to the poverty level. That is the reason it is not a social program.

The basic fact is he gets money he didn't have before, and didn't earn, in the form of a payment in a medium of exchange. He might spend the money on booze.
It is wealth redistribution.
