That is the exact opposite of what it should be. The police should be free to enforce laws and the local politicians should be under federal control.
This is a place where, if you're in the right political clique, you can do whatever you like. They paid heed to Tom Hayden's words back in the old SDS days, to "work within the system."

I remember the Christopher Commission and the consent decree over the Rodney King debacle. Most consent decree's suck. They're usually amnesty for political leaders. Not a one has ever done an hour of jail time for their transgressions. The City of Los Angeles, at one time or another are always under a few, usually with the same boughten Central District of California federal judge presiding. I lost track of the Perez case? There was supposedly a consent decree, agreed upon in that case, with the USDOJ and the LAPD too? Just another judicial laugher.
