The Senate isn't risking anything. They are doing what they are best at, which is getting attention for doing nothing. These jokers work harder at elbowing each other out of the way to get to the cameras then they do at passing legislation.
Every single one of them has already made a deal with each other to act concerned, get camera time and free election publicity, and in the end do nothing that would harm their election chances.
When the Republican majority is safe in November, you will see a little more money thrown at Border patrol. That is it.
