Neither side will take that risk before the election. I would not be surprised if the Senate bill is filibustered by Republicans too. If it gets out of the Senate, the Conference will never produce a bill that both sides would like.
It isnt even possible.

I would say that you are partially right. No bill will pass that includes anything regarding guest workers, legalization, etc. will come out of conference. Conference will pass a border security bill. Fence, more border patrol, increased sanctions on businesses. Congress will not risk pissing off the GOP base or Hispanics.
